A Caution to Keir Starmer drawn from His Own History: If You're Not Bold on Brexit & the EU, His Labour Rivals Shall Be.

Back in 2018, a mere a short phrase to electrify the party's annual gathering demonstrating the party was falling out of love with Jeremy Corbyn. Although not precisely stirring rhetoric, the phrase were greeted with wild cheering as delegates rose in spontaneous acclamation.

As the commotion died down, the then-Brexit spokesman, remained at the lectern, visibly startled. He wasn't really accustomed to his addresses having such an effect. All he had said was: "Nobody is ruling out remain as an option". But context is everything.

During that deeply polarized period in 2018, straying from the prepared script like this was inevitably viewed as laying down the gauntlet to the party leader, who was trying to prioritise Brexit voters in key constituencies over the Europhile sentiments within Labour. In just one speech, this grey-suited shadow Brexit secretary underwent a transformation – albeit temporarily – into a political gambler who would stand up for the party's base against the leadership he later succeeded.

The Evolution of Stance and Closed Issues

Since then, the landscape has shifted, not least to Starmer himself. An early move after taking over in 2020 was declaring the EU question was resolved by the previous year’s general election. During the most recent campaign, he repeatedly emphasised unbreakable pledge commitments that ruled out re-entry into the European Union or its core structures.

Similar to Corbyn, his strategy has focused on winning Brexit-y voters in key seats, despite survey data indicates many of them have passed away or shifted opinion.

Pressure Building on the EU

However, it’s now Starmer is now to be an embattled Labour leader. While EU relations may not be the central crisis of British politics, a lid which was firmly shut since Brexit is beginning to rattle once more.

The Prime Minister and Chancellor have ramped up the rhetoric about the devastation caused by Brexit has inflicted on Britain's economic standing. This serves as an effective tool with which to beat the Reform UK leader, who seldom discusses how leaving the EU was once his singular purpose and remains his sole political accomplishment.

And yet, the scale of the damage, which by some estimates has resulted in a national economy that is between 6% and 8% smaller compared to EU membership, dwarfs the micro-mitigation thus far implemented by the government. The PM's much-touted re-set deal negotiated with the EU in 2024 provides gains quantified in fractions of a percent.

Cabinet Divergence & Ambitious Proposals

Rachel Reeves is one of those trying to overcome long-standing interior ministry opposition to an expansive version of a growth-enabling program for young people allowing youths can travel between the UK and the EU to study or work.

The deputy prime minister has pondered publicly about the clear advantages of joining a customs union with the EU, as several Labour backbenchers, such as the head of the powerful finance committee, recently supported an opposition proposal on customs union membership.

Although Nick Thomas-Symonds, who oversees UK-EU relations, who is now attending every cabinet meeting, maintains the firm boundaries remain unchanged, there exist avenues to work around them. One idea would be to announce the start of talks immediately on a much bolder deal, to be featured in the following election platform, with implementation only if Labour won a fresh mandate.

The Prime Minister's Fundamental Doubts

However, Starmer has most recently damping it all down on the idea by warning rejoining a European customs area could undermine the commercial agreements with America, which he views as key accomplishments of his government.

Reportedly that the PM’s scepticism go still deeper, stemming from several key concerns.

  1. First, he believes a customs pact has been made significantly more difficult because his ministers busily de-aligning from EU regulations in numerous sectors, like environmental standards.
  2. Secondly, the exorbitant price set for the UK to join a European defense initiative and the subsequent collapse of negotiations has convinced British officials that European nations are less interested in cutting special deals to the UK and are more focused on demonstrating that Brexit does not work.
  3. Thirdly, the new US national security strategy, which has been welcomed by Moscow, is viewed by some influential figures in Downing Street as grounds for the UK to keep its distance from Europe.

A Bizarre Strategy & Strategic Calculations

This bizarre and terrifying American strategy paper asserts Europe faces “civilizational erasure” due to immigration. It includes only one reference to Britain, placed beside a proposal that Donald Trump’s administration will intervene in British politics to foster the rise of “patriotic” parties.

However, instead of concluding that this renders the US an unreliable partner, ministers is worried that deeper EU integration could upset the global balance by risking fragile US military support for Kyiv, NATO, and other alliances.

Leadership Speculation & The Ghost from the Past

This situation brings us back to 2018. Starmer has always said that address was not a pitch to become leader but simply an attempt to keep open the “option” of remain in a future vote. Indeed, in those days, Starmer still favoured a “bespoke customs union deal” similar to the one he now appears to be opposing.

Observers within the Prime Minister's office note that Wes Streeting, who just about everyone assumes would be a candidate for the leadership, is among a clutch of cabinet ministers signaling they want to go further regarding the EU.

Aides to the Deputy Prime Minister, another probable runner in a future race to replace Starmer, maintain she refuses to comment on her position on a customs union as it would merely “fuel unnecessary gossip”.

The Obvious Risk & A Prudent Memory

The danger is obvious. If Starmer rules out significant moves towards EU alignment, he allows rivals to occupy the space where most of the party's supporters are to be found.

It would be prudent for Starmer to recall the effect that a short phrase had on his career in 2018. Potential pathways for a big offer on Europe which the PM ought to consider; he should prise them open personally, rather than letting rivals makes them his – or her – own.
